Second Adult Rebate

Second adult rebate is Council Tax Benefit that is paid when you have lost your single person discount, but the second adult in the property is on a low income. It is paid based on their income and can cover up to 25% of your Council Tax charge.

Who can claim Second Adult Rebate?

You can put in a claim for second adult rebate if you have another adult living in your home on a low income (for example a child or sibling over 18, but not a partner or paying lodger), you may get help even if you do not qualify for main Council Tax Benefit.

The application must be completed by the person liable for Council Tax at the property, but if Second Adult Rebate is all you wish to apply for and you mark this clearly on the form, the only evidence you need to provide with your application form is proof of your identity and the second adult's income.

Can I get both Council Tax Benefit and Second Adult Rebate?

No – but you may apply for both and we will work out which benefit is the greater and give it to you.
