Corporate Management Team

The Corporate Management Team is responsible for managing the activities of the Council staff and for advising councillors on the potential implications of political decisions.

 

By law, senior Council Staff are not allowed to participate in any party political activity and are expected to advise and assist all councillors irrespective of their political affiliations.

 

The Corporate Management Team (CMT) comprises Chief Executive, Deputy Chief Executive and five Directors as detailed in the structure below. The Council employs over 700 staff working in a variety of roles.

The Chief Executive

Richard Samuel

The current Chief Executive is Richard Samuel, who was appointed in 2002. The Chief Executive is the senior officer who leads and takes responsibility for the work of the paid staff of the Council.

 

As Head of the Paid Service, the Chief Executive works closely with elected members to deliver leadership. They work with elected members to ensure strong and visible leadership and direction, encouraging and enabling managers to motivate and inspire their teams.

Strategic Direction: ensuring all staff understand and adhere to the strategic aims of the organisation and follow the direction set by the elected members

 

Policy and Advice: acting as the principal policy advisor to the elected members of the Council to lead the development of workable strategies which will deliver the political objectives set by the councillors.

 

Partnerships: leading and developing string partnerships across the local community to achieve improved outcomes and better public services for local people

 

Operational Management: overseeing financial and performance management, risk management, people management and change management within the council.

 

The Deputy Chief Executive & Directors

As a member of the council's Corporate Management Team, the Deputy Chief Executive and Directors work closely with the Chief Executive and elected Members to:

  • develop and implement the Vision, Corporate Plan, Community Strategy and the Medium Term Financial Strategy
  • secure the delivery of excellent services within the Directorates for which they have a responsibility, as agreed and, from time to time, varied by the council
  • develop and maintain positive relationships and partnerships both within and external to the council, in order to achieve these objectives

 

The Deputy Chief Executive

Vacant position  The Deputy Chief Executive post is currently vacant following John Bunnett's departure in September 2009.

The Director of Finance & Corporate Services

Sue Mcgonigal The current Director of Finance & Corporate Services is Sue McGonigal. She is also the Councils, 151 Officer.

 

Sue is responsible for providing professional accountancy support, which also includes procurement and facilities (the management of the Margate Media Centre and the Kent Innovation Centre) And for human resources, payroll, training and development, performance management, policy, risk and project management.

The Director of Customer Services & Business Transformation

Donna Reed  The current Director of Customer Services and Business Transformation is Donna Reed.

 

Donna is responsible for the administration of the revenues service which bills and collects council tax and business rates and includes housing and council tax benefit and the detection and prevention of fraud. As well as the council’s call centre and service desks Customer Services also manage some key back-office functions including IT.

The Director of Community Services

Brendan Ryan 

The current Director of Community Services is Brendan Ryan.

 

Brendan is responsible for a diverse range of services including housing (homelessness and housing allocations, landlord services, private sector housing) neighbourhood renewal in Cliftonville, environmental health (food safety, pest and noise control, and environmental protection) parking and community safety (including CCTV and community wardens).

The Director of Environmental Services

Mark Seed  The current Director of Environmental Services is Mark Seed, who was appointed.

 

Mark is responsible for many of the "essential" services such as refuse, recycling, litter collection, street cleaning and public toilets as well as other services which add significantly to the quality of life in Thanet such as parks, shores and coastlines, leisure services, sports development, children’s play areas, tourism and events, arts and museums.
