Structure of the Publication Scheme
The Council’s services and functions have been grouped into
twelve "heading" (which is the area of service) and each
heading consists of ten "classes" (each class being a type of
information). These are listed and defined below:
Class Definitions
Corporate Performance
Definition: This class includes documents that describe
how the Council measures its performance on specific aspects of its
work, the performance targets that are set and the actual
achievement against those targets, comparisons of achievement over
time and ranking against national or other groupings.
Datasets
Definition: This class includes information that is
collected together in a standardised electronic format, access to
which is through a key identifier e.g. an address.
Financial Information
Definition: This class includes the Council’s annual
revenue and capital budget, annual statement of accounts and fees
and charges for services as well as financial plans for specific
activities.
Information Booklets and Leaflets
Definition: This class includes documents that provide
information for the general public on how to use the Council’s
services, publicity about facilities that are available in the area
for various purposes (e.g. tourism) and guidance on how the law
applies in certain situations (e.g. building a house extension)
Miscellaneous
Definition: This class includes documents that cannot be
readily classified either because they have a unique purpose or
they apply very generally across the Council’s work.
Personnel
Definition:
This class includes documents that describe Current vacancies, Job
descriptions and person specifications for vacancies and

Heading Descriptions
A. Community Safety
CCTV schemes and
partnerships with other agencies to achieve a safe environment
including town and community wardens; parking, anti-social
behaviour, high crime area, substance misuse
B. Council Tax, Non-Domestic Rates and Housing
Benefits
C. Economic Development and Regeneration
Advisory services to businesses, information on the availability of
commercial premises, programmes and projects to regenerate the
area’s economy, environment and community.
D. Environment
Environmental health, pollution monitoring, waste collection,
cemeteries and crematorium and contaminated land.
E. Finance
Corporate financial management.
F. Housing
The Council’s own residential estates and private sector housing
conditions.
G. Licensing
The licensing of taxis, public entertainment venues and other
functions such as tattooing and acupuncture.
H. Local Democracy
Elections, registration of voters, complaints, councillors and
meetings of Cabinet and other Committees and Panels.
I. Organisation and Management
The Council’s Constitution, policies and standards, Best Value and
performance monitoring and matters relating to Human
Resources.
J. Planning
Planning application and
approval, local plan for the area, conservation, protected trees
and building control.
K. Ports and Harbours
L. Sports, Leisure, Arts and Tourism
Also covers coastal issues, Parks, Culture, Clubs and
Organisations.
