Background information - previous proposal from Infratil in 2010

 

Infratil submitted a previous proposal for a night-time flying policy at Manston Airport in September 2010.  The details of this proposal are given below.

 

Submission of application

 

Formal details of a proposed new night-time flying policy for Manston Airport were originally received by Thanet District Council on Tuesday 28 September 2010.

 

The application was produced by Infratil, the owners and operators of Manston, Kent’s International Airport.

 

The documents detailed the airport owner’s proposals for a new night-time flying policy and also included an aircraft night noise assessment report, which is a technical report, explaining the implications of the proposal.

Independent assessment carried out

 

Following this application, the council commissioned Bureau Veritas to carry out an independent assessment of the reports submitted by Infrtail.  They were also commissioned to provide advice to the public, explaining in simple terms the impact of the night flying proposed.

Original consultation halted

 

Following careful consideration of the report from Bureau Veritas, and taking account of the considerable public interest in the future direction of the airport, the council decided that there was insufficient detail within the application (submitted in September 2010) to proceed with the public consultation.

 

The council indicated that elements of the night flying policy needed more clarification to ensure that the public could be provided with a better understanding of how it would be managed, how it would link to the business need for the plans, and examples of how many aircraft movements could potentially take place during the night.

 

As such, the airport agreed to revise the detail contained within the proposal and the council confirmed that public consultation would not begin until this revised application had been received.

 

The current position

 

Infratil re-submitted a new proposal on 27 October 2011.

 

The council then carried out a public consultation on this new proposal 3 February - 2 March 2012.
