1 Increase opportunities for exercise and play by:      
1a) completing the Marlowe Athletics Track  Year 1, 2008 TDC has representation on the management group for the track and athletics development officer post. All funding bids have been successful. Community use agreement has been agreed and signed by both parties.   Completion of track surface delayed due to weather, and opening ceremony is now planned for June 2008 All project milestones met

1c) improving our swimming pools and associated leisure facilities  Year 4, 2011 Both action points achieved. Now moving to design and build procurement following report to Cabinet in March 2008. Negotiations are completed in relation to land needed at Ramsgate Sports Centre. Majority of project milestones met
1d) seeking further funding for clubs and facilities which promote sport for all ages and abilities Year 1, 2008 Work nearing completion on the Sports Facilities Plan with needs assessment underway and early consultation with local secondary schools regarding the Building Schools for the Future scheme. Additional analysis work agreed with Sport England. Thanet Sports Network established. They have accepted the facilities strategy within their action plan All project milestones met
2 Understand the needs and priorities of our community by:  
2a) consulting on and delivering a Youth Strategy  Year 1, 2008 Youth Strategy adopted by Cabinet in January.  Delivery of Strategy to be led by Community Services. All project milestones met
2b) consulting with older people on priorities for improvements in services to them Year 2, 2009 A further drop-in session is planned with Age Concern in Broadstairs. Bus permit literature going out in March with mini questionnaire. Project changed to focus on development of an Older Person Strategy.

3 Support the establishment of community space in Broadstairs and Ramsgate Year 4, 2011 Mapping exercise of available community facilities undertaken. All project milestones met
4 Promote healthy lifestyles through:  
4a) running at least two campaigns per year with the Primary Care Trust for health-related issues  Year 4, 2011 Smokefree campaign carried out. Health features are included in the new quarterly ‘Youth Matters’ magazine.

4c) increasing the percentage of authority buildings open to the public in which all public areas are suitable for and accessible to disabled people Year 4, 2011 Monitored as BVPI 156. 100% complete subject to closure of Northdown House 08-09.

4d) improving facilities and security at allotment sites to maximise occupancy rates Year 4, 2011 First year’s fencing programme well underway.  Some additional time expected due to clearance of old fence lines involving more work.  Delays due to weather and visual intrusion problems at 3 locations. 5 Fund the provision of out-of-school activities for children and young people at Easter and in the summer holidays Year 4, 2011 Recruitment process for Play and Youth Co-ordinator is underway using Big Lottery Fund Grant has gone through Job Evaluation process but recruitment process needs to be completed. 6 Increase opportunities for local decision-making and participation by:  
6a) supporting the setting up of Ramsgate Town Council  Year 2, 2009 In May 2008 the Department for Communities and Local Government transferred responsibility for establishing a Parish Council in Ramsgate to Thanet District Council, using new legal powers contained in the Local Government Act 2007 (which have only very recently become operational).  The Democratic Services team is now reviewing these new legal powers with a view to determining an implementation timetable. 6b) encouraging voting in local and national elections especially in the wards with the lowest levels of turnout Year 4, 2011 Timing is dependent upon the holding of a district-wide election – not scheduled until 2009.  In the meantime, options for additional publicity around election time have been prepared and costed, ready for building into a project plan. 6c) provide visible multi-agency presence in Cliftonville West to support Thanet’s most vulnerable groups Year 4, 2011 The project is being renewed in the light of further research by the EK PCT. Majority of project milestones met
6d) developing a programme of community forums to include faith groups, Parish Councils, farming groups, and the voluntary sector Year 4, 2011 A comparison of the details of local clubs and organizations has been effected in order to identify primary groups and prioritise engagement. 6e) establishing workstations in the one-stop-shop gateway for the community and voluntary sector Year 1, 2008 Project completed All project milestones met
6f) implement the Thanet Compact Year 4, 2011 Disputed procedures in draft format.  Mailout going to approximately 250 CVS organisations to publicise Compact.  Details now included in staff and member induction.  Stand alone Website to go live in June 2008. All project milestones met
