1&2 Increase domestic recycling levels to 40% by 2011 Recycling level in excess of 30% despite the change to charging for green waste.  This has diverted material away from being landfilled to meet the requirements of the Landfill Directive and generated additional funding to support the waste collection service. 3 Achieve year-on-year improvements in cleaning standards to be in the top 25% of councils nationally by 2011 The Council has improved on the enhanced target set under the Kent Agreement 2.  Improved levels of cleaning are a key component in residents’ satisfaction with the area, as well as supporting business investment based on surveys, feedback from PACT meetings and contact through town centre partnerships. 4 Increase enforcement action (including fines) for litter, dog-fouling and rubbish dumping to a minimum of 200 in Year 1, 300 per year thereafter – especially in problem areas

Target achieved. 363 fixed penalty notices issues for littering and dog fouling. This is believed to be one of the highest level of enforcement activity in Kent

5 Minimise Thanet’s impact on the environment by:
5a)  Reducing the Council’s energy consumption by 10% by 2010 Green Awareness week/marketplace undertaken.  Green Champion Action Group formed and programme of events for forthcoming year.  Rationalisation of office footprint by 618.08 sq metres (Area A & B, Mill Lane). All project milestones met
5b) Consulting with the community on proposed new ‘green’ policies for Thanet Climate change strategy and action plan approved by Cabinet in May 09. All project milestones met
5c) Extending and improving existing walk and cycle routes in Thanet Liaison with Kent Highways continues, Turner Dickens route opens early Summer 2009. 90% complete All project milestones met
5d) Providing secure cycle parking at all railway stations and town centres This work was completed by Dec 2008. All project milestones met
5e) Promoting best environmental practice in the construction of new buildings, together with the quality of design and materials used Ongoing based on government guidance. All project milestones met
5f) Refresh the Staff Travel Plan Project team due to start on staff travel plan  
6 Contribute to the development of a Gold Flag standard working with the LGA, and Encams, and seek accreditation for key locations by 2010. This project was dropped for the time being as a National Scheme has been delayed.  Encams Local Environmental Quality Survey for the area showed good results in areas that are of key concern to local residents and their satisfaction with the street scene  in Thanet. 7 Secure two Green Flags for our parks/open spaces Two submissions were made for Green Flag awards and the St Peter’s Churchyard application just missed out.  The process of trying to achieve these awards has led to improvements in the facilities available to residents and visitors, particularly introducing play and refreshment facilities into an area with no provision and a higher than average population of children. project off track milestones not met
