7. Kent Authorities' Contract Standing Orders and Purchasing Guide at Thanet

The Contract Standing Orders form part of Thanet District Council’s Constitution and are available with the Purchasing Guide

Having Standing Orders in place for Contracts is a requirement under section 135 of the Local Government Act 1972. Contract Standing Orders are the starting point for good purchasing practice. The CSO’s not only contain the core obligations for a robust purchasing framework but the accompanying Purchasing Guide provides additional and improved guidance to officers when undertaking purchasing which can involve complex technical provisions and legal rules.

The Constitution is periodically updated and adjustments to the financial limits are reviewed accordingly and therefore it is imperative that all Officers responsible for spending the Council’s money are fully aware of the scope that the CSO’s provide. It should be noted that the EC Regulations (detailed in Chapter 9) are mandatory and must be applied in full.
