The rules

The law governs how the council procures goods and services.

The European Community (EC) has introduced a number of directives setting out how organisations in the public sector let contracts. These have now been incorporated into UK law.

The EC Regulations cover issues such as when and how the council must advertise requirements, the timescales to be allowed and the standards that have to be applied.

There are many other pieces of legislation that also govern how the council behaves including,

• the EU Procurement Procedures

• the Council’s Constitution which sets out the broad framework within which the Council operates, includes the Kent Authorities’ Contract Standing Orders & Purchasing Guide at Thanet and Financial Procedure Rules (pdf 273kb). All officers involved in the procurement of goods and services must follow these specific rules.
