The site currently comprises a number of mixed commercial, sports and community uses and car parking.

 

Use, condition and maintenance issues

There is a significant maintenance liability for the parking areas, which are not directly associated with or adjacent to the Sports Centre. These areas are in fair condition only. A number of the buildings are in a poor state of repair and in need of upgrading. A number of buildings are not occupied.

 

Comment from Planning and Legal

Planning:

Policy CF1 (protection of community facilities) applies.

 

Legal:

There are no legal issues precluding development of this site. However, the site and buildings are subject to a number of leases, which will need to be rationalised.

 

Alternative options

  1. Do nothing. However this would result in the site being under utilised, as at present.
  2. Do a partial redevelopment of the vacant parts of the site. This would not maximise potential and may result in incompatible uses adjacent to each other.
  3. Comprehensive redevelopment and rationalisation of the site, would together with relocation of existing uses achieve best value and fund improvements to the sports centre access and pavilion.

Advantages/case for disposal of the Land/Property

A number of the buildings are under used. A redevelopment of the site would ensure a more efficient use of the site and buildings and could produce receipts to improve community uses.

 

Issue which may inhibit disposal of the Land/Property

It may take some time to obtain agreement from all the different occupiers and to relocate community uses.

 

Recommendation

That Cabinet support the disposal of the asset as being surplus, allowing it to be progressed through the disposal framework, to public consultation.
