Whilst the lavatories are closed and do not present any particular problems, they are unsightly and the area would benefit from upgrading. The lavatory buildings include a retaining wall to the highway which is in poor condition and KCC estimate the cost of repairing this would be in the order of £80,000.
The building is located in a conservation area and next to an important listed building (Sea Bathing Hospital). It also adjoins a beach which has a Nature Conservation designation.
There are no covenants restricting development. Whilst the Seaview Terrace frontage to the site is unregistered, it is likely to belong to KCC. A very small part of the site, on which the lavatories have been erected, is owned by the Sea Bathing Hospital. Development could be carried out without this.
A disposal would improve the visual impact of the site and absolve the Council of continuing maintenance liabilities.
Negotiations with KCC would be necessary, to obtain access to the site from the highway.
That Cabinet supports a disposal, so that it can proceed through the disposal process to public consultation.
