Comment from Planning and Legal

Planning:

This site is next to protected open space and is used for informal occasional parking. It is previously undeveloped in planning terms.  There may be contamination due to the former use of the site as a railway line.

 

Legal:

There are no restrictions on development. The site may be subject to ‘clawback’ provisions, on redevelopment.

 

Alternative options

  1. Leave the site as it is.
  2. Set out as formal parking, levying a charge for parking, to cover the cost of works.
  3. Dispose of the site for residential development, providing alternative parking provision and use of some of the receipt to improve facilities (changing rooms, etc) on Jackey Bakers.

Advantages/case for disposal of the Land/Property

The site is under used and not income producing. Alternative parking provision could be provided, within any development scheme and other improvements funded by the development.

There are no issues to consider under this heading.  Any disposal would require advertisement, under the provisions of the Local Government Act 1972.
