Dog Offences Enforcement
Thanet Council adopted The Dogs (Fouling of Land) Act 1996
legislation as soon as it was able and it came into force on the 12
May 1997, making Thanet one of the first to have such blanket
coverage under the Act. Adoption of the Act is discretionary and
other local East Kent Councils adopted the law at different times,
but dog owners must clean up everywhere.
The Council was required to detail the areas covered by the Act,
which was done in the Isle of Thanet (Fouling of Land) Order
1997. This was amended in 1998 to slightly simplify the
wording and add the grounds of four Grant Maintained Schools.
The Act allows local authorities the option of adopting Fixed
Penalty Notices (FPN's), these were introduced in Thanet on 1 April
2001. The penalty was raised from to £50 on 1 April 2002.
