Local Development Framework (LDF)

The Local Development Framework (LDF) is a 'folder' of documents that outline how planning will be managed in the District.  This portfolio of documents is tailored to suit the needs of the Thanet district.

 

Local Development Scheme

This sets out the programme for preparing the documents which will form the Local Development Framework.

 

The current LDS came into effect on 2nd February 2009. Following the general election in May 2010, the government is proposing radical reforms to the planning system. It will not therefore be possible to adhere to the timetable set out in the current LDS, pending publication of the detail of the reforms.  It is unlikely that further formal consultation on the 'Core Strategy' (see below) will take place until June 2011.

Annual Monitoring Report (AMR)

The Council has to produce a Monitoring Report showing the extent to which saved policies from the local plan are being achieved, and the implementation of the Local Development Scheme.  This AMR was produced in December 2009 and covers the period April 2008 - March 2009. 

 

Core Strategy

The key document within the LDF will be the "Core Strategy".

 

When adopted, the Core Strategy will provide the "big picture" as to how Thanet and its parts will change and develop over the period to 2026. 

 

Over the period 13 October 2009 to 18 January 2010 comments were invited on a draft Core Strategy. Following close of that formal consultation period, we have read all comments received and identified the key points raised. This can be viewed via the following link:

What happens now?

The Council's Local Development Cabinet Advisory Group will be considering the key points and matters they raise. Subsequently Cabinet and Full Council will consider and determine what changes need to be made to prepare the Core Strategy in the format the Council would wish to adopt (the 'Draft Submission' Core Strategy). Future steps

While further evidence gathering, informal consultation and discussion will continue in the light of the governments intention to radically reform the planning system, it is not anticipated that the Draft Submission Core Strategy will be consulted on until June 2011.

 

Evidence Base

The Council is preparing its evidence base for the Core Strategy and will be adding relevant baseline documents as they become available.

 

Cliftonville Development Plan Document (DPD)

The Cliftonville Development Plan Document was formally adopted by the Council in February 2010 and forms part of the Local Development Framework for Thanet.

 

 

 

Developer Contributions Supplementary Planning document

The Planning Obligations and Developer Contributions Supplementary Planning Document was adopted by the Council in April 2010 and forms part of the Development Plan for Thanet. It will assist both developers and the community in understanding what is required and when.

 

Statement of Community Involvement (SCI)

Thanet Council wants to involve the local community more closely in making these decisions.  To do this, the Council has prepared a document called the Statement of Community Involvement (SCI)

 

The Council adopted the SCI on 22nd February 2007.

 

Kent Design Supplementary Planning Document

The Kent Design Guide (KCC)  was adopted as a Supplementary Planning Document by Thanet District Council on 14th December 2006 and forms part of the Development Plan for thanet.

 

Kent Design has been produced by the Kent Design Initiative - a partnership consisting of:

  • Kent's local authorities
  • professional organisations
  • academic bodies
  • developers
  • builders
  • communities
  • interest groups.

The Guide provides the criteria necessary for assessing planning applications. It will help building designers, engineers, planners and developers achieve high standards of design and construction; and it will provide planning committee members and officers with the tools to refuse consent for poor design.
