This Strategy sets out Thanet District Council’s plans for improving the quality of the district’s private sector housing stock. It identifies priorities for action and sets out how the Housing Improvement Team intends to deliver the vision of ‘decent quality housing’ for all of Thanet’s residents.

Adopted in December 2007, this document sets out a new Private Sector Housing (PSH) Enforcement policy brought about by the introduction of the Housing Act 2004. It explains how Thanet District Council as a Local Housing Authority (LHA) aims to tackle the many problems and issues present within the district, as outlined in the linked document ‘Private Sector Housing Strategy’.

We have produced this annual report for the year ended 31 March 2010 in line with the Tenant Services Authority’s (TSA) requirements to report to our tenants how we meet the national standards they have set for all social housing landlords, any gaps and our improvement plans to meet them.
This is an agreement between Thanet District Council and its tenants and leaseholders to work together to develop and improve housing services. This agreement was developed with the help of tenants and leaseholders and will be monitored by the Tenants & Leaseholders Consultation Forum members.
A Kent Charter for long term care. This Charter has been produced by Kent County Council Social Services working in partnership with health authorities and city and district councils of Kent.
The Audit Commission reviewed the Council’s strategic housing services in January 2008 (results were published 17 April 2008). The inspection assessed the strategic approach to housing across the Council. The main service areas inspected included Strategic Housing, Enabling, Housing Options and Homelessness, Private Sector Housing, Customer Services and Planning.
The Audit Commission judged the Council’s Strategic Housing service to be a fair service with promising prospects for improvement. Some key highlights from the report included:
Affordable Housing is a priority for the councilThe Council is very successful at attracting external investment in to the Strategic Housing service.
Staff demonstrated high levels of motivation and a clear customer focusThe local housing market is set to benefit from an ambitious and strong vision for the district levels of motivation and a clear customer focus
The Housing Options approach has resulted in a marked reduction in the number of people accepted as homelessThere is a coherent and joined up approach to improving private sector housing conditions The Housing Improvement Team has been successful in using a wide range of interventions to improve conditions in the private rented sector. The Council has been very successful in bringing empty homes back in to use. Additional Council resources have been invested into the provision of Disabled Facilities Grants.

A detailed analysis of Thanet District Council's housing stock and its management is now available for the coming five-year period.
The Business Plan sets out the current position and strategy, plans for effective consultation with stakeholders, stock condition and use of available resources. The Plan forms a framework to ensure an emphasis on quality and best value in the provision of housing services to people in Thanet.
