The Government’s White Paper, Communities in Control, sets out
the Government’s proposals for increasing interest, impact,
engagement and participation in the work of Local Government and
politics.

Key new policies/proposals include:
- A duty to promote democracy
- £70m Community-builders scheme to help
empower local people/communities
- Support for community effort on tackling
climate change and local events to address local ‘issues’
- £7.5m Empowerment Fund to support third
sector organisations
- A new duty for Councils to respond to
petitions
- Support for participatory budgeting
- Support to promote voting in elections/power
to provide modest incentives for voting
- Support for more neighbourhood Councils
- Improved visibility for Overview and
Scrutiny
- Support for more directly elected Mayors
- Comprehensive Area Assessments to include
evaluation of quality of public engagement
- Community Contracts
