1. Consultation overview

 

Thanet District Council carried out a consultation to gather the views of local people on a proposal to introduce a selective licensing scheme to parts of Margate Central and Cliftonville West.  The scheme proposed that landlords would have to apply for a licence for every privately rented flat, house or room in order to continue to operate in the area. Landlords would also then have to comply with various conditions on the licence, relating to the management of the property, fire safety and anti-social behaviour. 

 

The scheme was proposed in a bid to help tackle anti-social behaviour and low housing demand in the area and to improve the management of privately rented housing there.

 

Before adopting this scheme the council were keen to ensure that all tenants, landlords and residents in the area were given an opportunity to comment on the proposal. 

 

2. When was the consultation carried out?

 

The consultation was open from 6 September - 15 November 2010.

4. Who was consulted?

 

This consultation was open to all members of the public, however particular attention was paid to ensuring that all home owners, landlords, tenants, residents and community groups within the proposed designated area were targeted.

6. What was the outcome?

 

The council received over 700 responses from members of the public.  Feedback from the consultation was then presented to Private Sector Housing Managers who then used the comments to make amendments to the selective licensing proposal.

 

The amended proposal was then presented to members of the Cabinet at an extraordinary meeting on Wednesday 12 January 2011 where the plans were agreed.
