Submit a Building Control Application

All Building Control applications should now be submitted using our online form, with the exception of a Demolition Notice.

Reversion Application

If you have received a cancellation notice from Assent, LB Building Control or Oculus and have been told to contact Thanet District Council. Please be patient as currently our admin staff are inundated with enquiries. We are able to assist you with overseeing your project by applying for a Reversion Application. If you would like to revert the works to the Local Authority you can do so by following the steps below. We do understand that you want to carry on with your project, but we will need to assess the works carried out to date and we are happy to guide you through our process.

Any cancelled Initial Notice can then revert to the Local Authority, unless a New Initial Notice by a different RBCA is given to the Local Authority within 7 days.

Within seven days of the Local Authority receiving the cancellation notice, if the cancellation notice was issued by the original RBCA under s.52(1)(a) of the Building Act 1984 or
At any point before the Local Authority has taken positive steps to supervise the works, if the cancellation notice was issued by the person carrying out the work under s.52(3) of the Building Act 1984.

If you wish to submit an application with the Local Authority:

  • Assent will need to send Thanet District Council a cancellation notice for the original application submitted to them, this will enable you to register the work with us at Thanet District Council Building Control. If Assent has not sent a cancellation notice, the customer can cancel the application by filling in a Form 10. 
  • Customers can apply online by submitting a Reversion Application, please ensure you attach all plans, drawings, photos and inspection reports
  • Once your new Reversion Application has been submitted and checked for validation, you will receive an Acknowledgement Letter via email with the fees and details on how to book inspections.

All Building Control applications should now be submitted using our online form, with the exception of a Demolition Notice. Our forms have been updated to reflect the changes to the building regulation process from 1 October 2023. You may be asked for additional information to reflect any subsequent to your application.

Duty Holder’s Information Pack will be sent to you once an application has been submitted, within this you will find guidance on the statutory changes following the Building Safety Act 2022 and the three declaration forms which form part of these changes. This Act imposes new obligations and responsibilities on any individual or organisation that assumes the role of Client, Principal Designer and/or Principal Contractor in relation to a construction process. As such, under the The Building Regulations etc. (Amendment) (England) Regulations 2023.

Notification of Duty Holders

Use this form to advise us of any changes in dutyholders. This information must be advised within 14 days of their appointment. Requirements of duty holders and their competence can be found in Part 2A of the Building Regulations 2010 (as amended).

Declaration of Commencement

The Building Regulations 2010 (as amended) requires the client, including domestic clients, to advise us of the date they consider work to be commenced in line with the relevant definition.

Declaration of Compliance Completion

A person who is required by Regulation 12 to give a building notice or an application for building control approval with full plans for carrying out building work shall, not more than five days after that work has been completed, give the local authority a notice which complies with Regulation 16 paragraph (4A) as set out on the form. Requirements of duty holders and their competence can be found in Part 2A of the Building Regulations 2010 (as amended).

Site Inspections

Once your application has been received, if acceptable, it is registered and an acknowledgement letter sent to the applicant/agent along with a Duty Holder Information Pack

You can request a site visit by either filling in an online form – Request a site visit or calling 01843 577522 to book your site inspection(s). If you fail to notify Building Control at relevant stages it may result in us asking for work to be exposed or being unable to issue a final certificate. This could lead to problems if the property is sold.

Application Fees

Our fees are highly competitive as we are a not-for-profit business and only charge for the time our surveyors spend on your project.

For ease, we have a standard fee table covering minor domestic works.  For all other projects please contact us; preferably with a planning reference, drawing, or sketches and we will be happy to provide an individual fee assessment.

Make a payment

Building Control fees are due on submission, not on commencement of works: once your application is registered you should receive an invoice within 7 days

For ‘Full Plans’ submissions, we will request the plan check fee by BACS.

Payment can be made using the following methods.

  • Invoice payment – Your Building Control Application invoice is usually sent within 7 days of registering your application/notice.  On the reverse are instructions on how to pay your invoice.  Methods include: cheque, BACS, telephone payment.
  • BACS – Bank Transfer.  If you would like to use this method please contact the office on 01843 577522 before submitting your application.

Reimbursement to Building Control under the Building Safety Act 2022 HSE

Under Section 13 of the Building Safety Act 2022, the Building Safety Regulator (BSR) may request assistance from the partnership in respect of High Rise Buildings. The reimbursement rate paid to us by the BSR for financial year 2024/2025 is set at £80.00 per hour plus VAT. This figure will be subject to regular review.
