Strategic housing new developments phase 4

Thanet District Council is excited to announce the imminent delivery of the next round of new build council units to provide local housing to local families. 

Thanet District Council’s Affordable Homes Programme Phase 4 is the redevelopment of four brownfield sites within the established residential areas of Clements Road and Staner Court in Ramsgate, and Tomlin Drive and Dane Valley Arms in Margate. 

The scheme has been funded in partnership with the Department of Levelling Up, Housing and Communities – Brownfield Land Release Fund and additionally Homes England Affordable Homes Programme Grant Funding. The redevelopment provides 49 new build council units: a mixture of houses and apartments, on land which previously held little-used garages or vacant hardstanding.  The regeneration of these sites will be delivered by local and reputable contractor WW Martin Ltd. TDC is thrilled to partner with a local contractor who will employ local tradespeople to construct homes for local families and households. This collaboration not only supports the community’s housing needs but also boosts the local economy.

All the units were allocated to households with a housing need identified on Thanet District Council’s Housing Register and let at an affordable rent (at Local Housing Allowances rates).

All 49 units will be designed to a high specification meeting stringent design standards to ensure we are delivering high quality affordable housing for local families and households. Not only are these new builds accessible for households with a wide range of mobility needs but all 49 units will be delivered to Energy Performance Certificate Rating of A (SAP 92). New build units will be fitted with low carbon technologies including solar panels as standard. The council is committed to reducing carbon, delivering energy efficient units for households and protecting against fuel poverty. 

The construction programme for these 49 newbuild units (including wider landscaping and regeneration works) is 77 weeks. With a start on site scheduled for September 2024 and completion expected in March 2026. 

We are very proud of the redevelopment works proposed across these four brownfield sites in Margate and Ramsgate, and we will continue to deliver further affordable housing across the district.

This site is owned by Thanet District Council, and as part of a review of Council owned garage sites, Staner Court was identified as suitable for redevelopment. The largely disused garage’s will be transformed into new affordable housing for local residents.

Design Stage

Following communication with Staner Court residents, redevelopment design proposals were displayed during a public consultation at the Newington Community Centre in May 2023. Factoring in resident feedback, design proposals were developed and progressed.

Planning Stage

A Planning application (Planning Reference: F/TH/23/1352) was submitted in September 2023 to the Local Planning Authority.

Erection of 9No 3-bed and 2No 4-bed two storey dwellings, following demolition of existing garages, together with reconfiguration of parking area, alterations to informal play area and refuse storage space, and landscaping.

As detailed above the scheme will deliver 11 new build council homes (a mix of 3 and 4 bed units). These units will be let to households from the Councils Housing register with a proven local connection and housing need.

Appointment of a Main Contractor

The reputable Ramsgate-based firm, WW Martin Ltd, has been appointed as the Main Contractor for TDC’s Affordable Homes Phase 4 project. Following a successful tender submission, contracts were finalised on June 12, 2024. TDC is thrilled to partner with a local contractor who will employ local tradespeople to construct homes for local families and households. This collaboration not only supports the community’s housing needs but also boosts the local economy.

Pre-Construction: Meet the Contractor Event

During this phase, residents are invited to drop-in sessions to meet the appointed Main Contractor, WW Martin Ltd. These sessions provide an opportunity for residents to voice concerns and ask questions about the construction works. Common inquiries may include:

  • Duration of the construction project
  • Contact information for site-related issues during works
  • Impact on local parking

WW Martin Ltd will address these concerns, provide reassurances about noise and disruption, and work collaboratively with residents to ensure everyone is well-informed throughout the construction process. The contractor is committed to maintaining open communication channels and providing residents with all necessary information.

Construction works for the Staner Court development will commence in phases. Key dates are as follows:

  • Pre-site mobilisation (19th August 2024):
  • Site clearance
  • Erection of hoarding and hera fencing
  • Utility connections
  • Pre-commencement planning condition works
  • Formal start on site (23rd September 2024): WW Martin begins main construction works
  • Project completion (22nd January 2026)

The total construction programme is scheduled to last 69 weeks from the formal start date to completion.

Planning Stage

A Planning application (Planning Reference : F/TH/23/1341) was submitted in September 2024 to the Local Planning Authority and full planning permission was granted in December 2023. 

Erection of 9No self contained flats, comprising of 4No 1-bed and 5No 2-bed, following demolition of existing garages together with associated access, landscaping and parking

As detailed above the scheme will deliver 9 new build council homes (a mix of 1 and 2 bed apartments). These units will be let to households from the Councils Housing register with a proven local connection and housing need.

Thanet District Council acquired the former Dane Valley Arms site in 2022. The site had been vacant for over a decade and the private sector had failed to bring the site back into productive use. As such the Council purchased the site to develop affordable housing.

Erection of 4-storey building accommodating 7No 1-bed and 6No 2-bed self-contained flats, and erection of 4No 2-storey 3-bed semi detached dwellings, together with associated access, parking, and landscaping

As detailed above the scheme will deliver 17 new build council homes (a mix of 1, 2 and 3 units). These units will be let to households from the Councils Housing register with a proven local connection and housing need.
