You can use the online form to request a change to an existing or a new residents permit parking zone.
If your street suffers from severe parking problems, you can ask us to create a new residents’ permit parking zone. This page explains the legal steps involved in creating a new zone or changing an existing one.
You can use our online form to request a new residents’ parking zone or ask to change an existing one.
Changing parking rules involves a strict legal and public consultation process. Because of this, it takes 12 to 18 months from your initial request until the new rules are legally enforced.
Please read the guidance on this page before you submit an application.
Anyone can request a parking zone using the online form on this page.
When you apply, you must provide:
We will review your request first. If we agree a permit zone could help, our Joint Transportation Board (JTB) will discuss it. The JTB meets every three months.

PermalinkIf the Joint Transportation Board agrees to the parking zone, we will ask the public for their views. We will advertise the plans on our website, in the local newspaper, and on street notices. Anyone can write to us to support or object to the idea.
PermalinkFor the parking zone to go ahead, more than 50% of the people who reply must support it.
PermalinkIf there is enough public support, the request is sent to Kent County Council (KCC). Their legal team must check and “seal” the new rules to make them legally enforceable. Depending on their workload, this step takes at least eight weeks.
PermalinkOnce the new rules are legally approved, we will post a final 21-day notice online, in the local paper, and on your street. This will tell you exactly when the parking zone starts. After that, we will paint the lines and put up the signs.
PermalinkIf the public is unhappy with a parking policy or decision, they can submit a formal petition. A valid petition will trigger a local authority review of the parking policy in that specific location. We will then produce a report for councillors to consider at a public meeting.
