Statement of accounts

Our statement of accounts annually describes transactions that the council has undertaken.

Delay in the completion certificate for the 2018-19 and 2019-20 audit of accounts:

The audit of the financial statements for the year ended 31st March 2019 and 31st March 2020 has been carried out and an unqualified opinion has been given by the appointed auditor. However the issue of the completion certificate has been delayed until the appointed auditor has finished the work required to:

  • give a conclusion on the Council’s arrangements for securing economy, efficiency and effectiveness in its use of resources for 2018-19 and,
  • finalise consideration of the objections to the 2019-20 accounts raised by local authority electors under Section 27 of the Local Audit and Accountability Act 2014.

The completion and rights of inspection notices for 2018-19 and 2019-20 will be published alongside the appointed auditors completion certificates as soon as they have been issued.

Publication of Thanet District Council Statement of Accounts and Audit Opinion

The Accounts and Audit Regulations 2015 – Regulations 10 as amended by The Accounts and Audit (Amendment) Regulations 2021

The Accounts and Audit (Amendment) Regulations 2021 require that the audited accounts and audit opinion are published by 30 September 2021. As at 30 September, the Council’s external auditor, Grant Thornton UK LLP, has not yet concluded the audit.

The delay has arisen due to a combination of factors, comprising the following:

the impact of Covid-19 on both the complexity of the audit and the pace at which it can be completed;
the increased assurance work that auditors are required to carry out nationally with respect to pensions and asset valuations.

The audit and issue of the audit opinion is expected to conclude during December 2021 after which the Statement of Accounts and audit opinion will be published as soon as is reasonably practicable. The Chair of the council’s Governance and Audit Committee was advised of this matter on 23rd September 2021.

Therefore, this notice of delayed audit is being published in accordance with Regulation 10, paragraph (2a) of the Accounts and Audit Regulations 2015. See attached link.
